Thank you for your Freedom of Information request received on 5 July 2018. For reference, the terms of your request are set out below alongside the Council"s response
On behalf of the Association of Consultancy and Engineering I would like to make the following Freedom of Information (FOI) request of your Authority under the Freedom of Information Act 2000.
1. Does your Council collect Community Infrastructure Levy?
2. How much Community Infrastructure Levy was received/ collected in pounds £ by your Local Authority during the years 2015, 2016 and 2017?
3. How much in pounds £ and as a percent % of the total Community Infrastructure Levy (CIL) collected in that year has been committed to allocated projects in your local authority area?
4. How much in pounds £ and percent % of the Community Infrastructure Levy has been spent on allocated projects in your local authority area?
5. Please give a breakdown of the projects CIL money has been spent within your Authority during 2015. 2016, and 2017?
6. How much CIL money is currently sitting in reserves (or any other budgetary category) unallocated to projects within each year?
The responses to your questions have been set out below.
1. Does your Council collect Community Infrastructure Levy?
London Borough of Hackney does collect CIL. Both Mayoral CIL (MCIL) and Hackney CIL (HCIL) are collected in Hackney, since 1st April 2012 and 1st April 2015 respectively.
2. How much Community Infrastructure Levy was received/collected in pounds £ by your Local Authority during the years 2015, 2016 and 2017?
These data are available online in the Hackney AMR 2016-17, available here
(https://hackney.gov.uk/media/10481/authority-monitoring-report-2016-17/pdf/authority-monitoring-report-2016-and-17) and the Hackney AMR 2015, available here (https://hackney.gov.uk/media/6809/Authority-monitoring-report-2014-15/pdf /authority-monitoring-report-2014-15)
In accordance with the CIL Regulations 2010 (as amended), CIL is split into the following three percentage proportions:
|
HCIL |
Admin Expenses |
Up to 5% |
Local CIL |
15%* |
Infrastructure |
80% |
*There are no local councils within LBH and no neighbourhood plans have been adopted, so the 15% split applies across the borough, not 25%.
5. Please give a breakdown of the projects CIL money has been spent within your Authority during 2015. 2016, and 2017?
Within the specified time period, there has been no expenditure of Hackney CIL as the authority was in the initial period of charging and collecting CIL. Future spending will be aligned with the Council’s capital programme.
If you are dissatisfied with this response and wish to appeal, please respond to this email to request an Internal Review.
If you are still not satisfied following the Internal Review, you have a right to appeal to the Information Commissioner.
