Thank you for your request for information under the Freedom of Information Act 2000, received 28 August 2019. Your request has been considered and our response is in bold below.
You requested the following:
Q1 The number of applications for housing developments that were approved in your area between the financial years 2014/15 and 2018/19. Please provide a breakdown of the data for each financial year.
Q2 The number of houses in each of these housing developments, broken down per financial year.
Q3 The number of GP practices located within a 2km radius of these housing developments, broken down per financial year.
Q4 The number of concerns raised over the impact these housing developments could have on GP practices broken down per financial year. Please provide documents where possible.
Q5 The number of formal objections filed against the housing developments, as a result of concerns about the impact the housing developments could have on GP practices, broken down per financial year. Please provide documents where possible.
Q6 The support - financial or otherwise - provided to GP practices in these areas to mitigate the impact of the new housing developments on their provision of healthcare services.
The Council’s Response
The information you have requested is exempt under Section 21 of the Freedom of Information Act. Section 21 (2a) states that information which is reasonably accessible to the applicant (even if it is accessible only on payment) is exempt. This is an absolute exemption.

A response to question Q3-Q6 will exceed the appropriate time limit.
The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 has set the appropriate limit as £450 based on a charge at £25 per hour. Section 12 of the Act states that the Council is not obliged to comply with a request for information if the authority estimates that the costs of complying with the request would exceed the appropriate limit.
The appropriate limit is represented by the estimated cost of one person spending 2½ working days (or 18 hours) in determining whether the Council holds the information, and locating, retrieving and extracting the information requested. Consequently the Council is not obliged to respond to your request under the Freedom of Information Act 2000.
If you were to limit your request to we may be able to respond to your request within the time limit. However, we cannot guarantee that this would be the case.
