You requested the following:

The information you requested is exempt under the Freedom of Information Act 2000. Section 21. In order to answer your question, we would need to manually collate all individual records relating to these subject areas from a number of Service Area / staff within the Council.
Section 21 Information accessible to applicant by other means
Information is to be taken to be reasonably accessible to the applicant if it is information which the public authority or any other person is obliged by or under any enactment to communicate (otherwise than by making the information available for inspection) to members of the public on request, whether free of charge or on payment. This is an absolute exemption.
The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 has set the appropriate limit as £450 based on a charge at £25 per hour. Section 12 of the Act states that the Council is not obliged to comply with a request for information if the authority estimates that the costs of complying with the request would exceed the appropriate limit.
The appropriate limit is represented by the estimated cost of one person spending 2½ working days (or 18 hours) in determining whether the Council holds the information, and locating, retrieving and extracting the information requested. Consequently the Council is not obliged to respond to your request under the Freedom of Information Act 2000.
Section 16 also places a duty on a public authority to provide advice and assistance to someone making an information request, including helping an applicant refine a request so that it can be answered within the appropriate costs limit.
We suggest that if you limit the information you require to a particular location, time period or specific query we may be able to respond to your enquiry within the time limit. However, we cannot guarantee that this would be the case.
