FOI Request: Barratt Report into Trotter Affair (FOI-5507)

I would like a copy of the Barrett report into Hackney social services, published I believe in 1998 and authored by John Barrett. It is referred to in this *****article from the time: http://news.bbc.co.uk/1/hi/uk/45312.stm Does the Council hold copies of the report, and if so could I receive a copy? If the Council doesn"t hold copies of the report, does it know which organisation does?
A copy of this report (where the author is listed as J.K. Barratt) is held by Hackney archives.
