Hi Hackney FOI Team,
In relation to the method statement supplied - could you confirm who at Hackney Counci reviewed and approved this.
I have some concerns. For example. The closest hospital named in the document is Great Ormand St- which famously only treats children. Could you triple check with the relevant Hackney council team and ensure this is the most accurate - up to date - document.
Could you additionally provide a copy of Hackney Council"s formal processes for assessing and evaluating RAMS; and confirmation of by whom; and when, at Hackney, these RAMS were reviewed and approved.

Thank you for your request for information under the Freedom of Information Act 2000, received 7 April 2020. We would like to offer our sincere apologies for the delay in responding to your enquiry. Your request has been considered and our response is in bold below.
You requested the following:
I am writing (again) in relation to Shepherdess Walk Park; and particularly around the ongoing renovations of the childrens play area and the "consultation" exercise that proceeded it.
I am concerned that the consultation does not meet the statutory requirements. This FoI request is to gather more information.
In particular I would like to request.
a) Any and all emails sent by Bruce Irving @ Hackney Council in relation to this project; including
i) Emails, letters, transcripts of telephone calls, notes from calls; between Bruce and his colleagues and any third parties involved in developing the consultation exercise.
ii) Any advice the Council received from it"s legal team or any other third party in relation to the consultation.
b) Any impact assessment that was completed prior to construction.
c) Detail risk assessments; and method statements - particular in relation to the CV19 outbreak and intended mitigation by the contractor.
d) Copies of or a tabulated version of the community feedback into the consultation exercise. For the avoidance of doubt; I do not want; and you must not provide me, with any PII.
e) You may or may not be aware; but the park has been a "problem"due to anti-social behavior. Steven *****son and his team in your yob suppression unit have been doing a fine job of sorting it out. I"m curious as to the level of interaction between your parks team; and the Anti Social Behavior team at Hackney Council. Please provide copies of any and all communications between Bruce; or any of his team in parks, with Steven, and any of his team in your anti social behavior team; particularly in relation to any potential impact of the new park; and hopefully, a copy of the detailed mitigation strategy that was put together prior to construction.

The request has been reviewed and a copy of the communications relating to the consultation exercise are attached.

No legal advice was requested by the Council in conjunction with the consultation as normal in play area consultations.
b) Any impact assessment that was completed prior to construction.
No antisocial behaviour impact assessments were undertaken with regard to the refurbishment of this existing play area. The play area has been designed with young children in mind and appropriate equipment and landscaping has been provided.
c) Detail risk assessments; and method statements - particular in relation to the CV19 outbreak and intended mitigation by the contractor.
The request has been reviewed and a copy of the contractors method statement and risk assessments are attached.
d) Copies of or a tabulated version of the community feedback into the consultation exercise. For the avoidance of doubt; I do not want; and you must not provide me, with any PII.
The request has been reviewed and a copy of the consultation results are attached.
e) Please provide copies of any and all communications between Bruce; or any of his team in parks, with Steven, and any of his team in your anti social behavior team; particularly in relation to any potential impact of the new park; and hopefully, a copy of the detailed mitigation strategy that was put together prior to construction.
There are no email communications between Bruce Irving and the Antisocial Behaviour Team relating to the refurbishment of the play area in Shepherdess Walk.
No mitigation strategy has been produced for the refurbishment of the play area as one was not considered necessary.

The Council’s Response
There is no formal procedure for evaluating and assessing risk assessments and method statements. Project Managers review the documents supplied by the contractors on a case by case basis and ensure that they are applicable to the project and the site, and that they address the risks relating to each individual project. If required they seek input from the the Council’s Health and Safety Team.
The document which was supplied to you was the most recent version of the RAMS and it was reviewed on 26 March 2020. It is not permissible to share the identity of individual council officers through the Freedom of Information process, unless their position is of Head of Service or above.
In the case of the document supplied for Shepherdess Walk, a mistake was made by the contractor in specifying the nearest hospital as being Great Ormond Street and unfortunately the mistake was not picked up by the Project Manager when reviewing the documentation.
