ICT expenditure (FOI-1136)
This is a freedom of information request. Please could you provide me with information about your organisation’s ICT expenditure as detailed in the attached template.
I have tried to find this information in your organisation’s published data, but was unable to find the level detail I require.
I fully expect that you may not be able to provide all the information I am looking for. If this is the case, please provide me with as much information as you can within the template. For example: you may be able to sub-totals for some categories, or provide information for only for certain years.
Please return the information in the template as an Excel (.xlsx) file – not in another format (e.g. PDF).

You asked: Please could you provide me with information about your organisation’s ICT expenditure as detailed in the attached template.
Unfortunately we are unable to provide the information requested in the format required, as it would require us to classify all of our IT related financial transactions for the past two years against the categories you provided. For our revenue spend in 2016/17 and 2017/18 there are approximately 42,000 lines of spend that would need to be classified according to your categories. This does not take into consideration any capital spend or reclassifying our 2018/19 budget. Two hours have been spent attempting to fulfil your request, which resulted in the classification of approximately two thirds of the transactions from a single year.
The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 has set the appropriate limit as £450 based on a charge at £25 per hour. Section 12 of the Act states that the Council is not obliged to comply with a request for information if the authority estimates that the costs of complying with the request would exceed the appropriate limit.
The appropriate limit is represented by the estimated cost of one person spending 2½ working days (or 18 hours) in determining whether the Council holds the information, and locating, retrieving and extracting the information requested.
We have concluded, therefore, that your request meets the time exemption criteria set out in the Act.
It may be possible to provide information to a broader set of categories, particularly if limited to either revenue (Opex) or capital (Capex) expenditure. Suggested categories are set out below:
