04/06/2018 I am writing to obtain information about your organisation’s spending on paper for printing and tablets in 2015/16, 2016/17 and 2017/18. Please include the following information: • What was the total cost of paper used for printing in each of 2015/16, 2016/17 and 2017/18? • What was total cost of buying tablets in each of 2015/16, 2016/17 and 2017/18? Please include spending on tablets for both permanent staff and elected officials. If you are unable to answer one of the questions, please continue and answer the subsequent ones. You requested the following:
I am writing to obtain information about your organisation’s spending on paper for printing and tablets in 2015/16, 2016/17 and 2017/18.
Please include the following information:
• What was the total cost of paper used for printing in each of 2015/16, 2016/17 and 2017/18?
The information you request is exempt under the Freedom of information Act 2000, Section 12: cost and time compliance exceed the appropriate limit.
Section 12: Where cost of compliance exceed appropriate limit
The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 has set the appropriate limit as £450 based on a charge at £25 per hour. Section 12 of the Act states that the Council is not obliged to comply with a request for information if the authority estimates that the costs of complying with the request would exceed the appropriate limit. This is an absolute exemption.
The appropriate limit is represented by the estimated cost of one person spending 2½ working days (or 18 hours) in determining whether the Council holds the information, and locating, retrieving and extracting the information requested.
Paper is ordered through the Council’s office supplies contract and orders often contain other items. To respond to your request it would be necessary to review all office supply orders to separate the costs of paper from other supplies. This would exceed the 18 hour time limit and consequently the Council is not obliged to respond to your request under the Freedom of Information Act 2000.
If you were to limit your request to a shorter time period we may be able to respond to your request within the time limit. However, we cannot guarantee that this would be the case.

Section 21 Information accessible to applicant by other means
Information is to be taken to be reasonably accessible to the applicant if it is information which the public authority or any other person is obliged by or under any enactment to communicate (otherwise than by making the information available for inspection) to members of the public on request, whether free of charge or on payment. This is an absolute exemption
Section 21 (2a) states that information which is reasonably accessible to the applicant (even if it is accessible only on payment) is exempt. In this instance, the information is on the Council’s website and therefore is exempt by virtue of Section 21 (2a) of the Freedom of Information Act
