Thank you for your request for information under the Freedom of Information Act 2000. We would like to offer our sincere apologies for the delay in responding to your enquiry. Your request has been considered and our response is in bold below.
You requested the following:
With regard to the 7.16pm email of dated 21 December 2018 from Philip Glanville, Mayor of Hackney, to Paul Woolf (reference MO18-0625-12457 relating to planning application 2018/0363) please provide copies of any briefing notes or correspondence considered by Mr Glanville in the preparation of his email and in particular the following: 1. The assurances provided by Officers from the Planning service to Mr Glanville regarding the thorough assessment and special attention they have given to the potential impact on Strongroom Studios during the proposed construction period; 2. The evidence that Mr Glanville was provided with regarding the revisions to the submitted Acoustic Report and Draft Construction Management Plan sought by officers; 3. The documents in which officers acknowledge to Mr Glanville that the proposed development is likely to have an impact upon the operation of the Strongroom during construction; 4. The assessment which Mr Glanville was provided with which concluded that the balance was in favour of the scheme being approved notwithstanding the acknowledged impact on Strongroom; and 5. We note that Mr Glanville only refers to enforcing against a statutory nuisance and not any breach of the terms of the CMP. Please provide any information provided to Mr Glanville which led to the conclusion that enforcement action would only be taken if there were a statutory nuisance and not a breach of the CMP
The Council’s Response
In relation to all points, the planning service advises that there are no other documents which have not been previously disclosed or published. Additionally, the issue was settled in March, when the Planning Committee granted permission under the condition that strict noise and vibration limits are imposed (https://www.hackneygazette.co.uk/news/developers-can-build-office-block-next-to-shoreditch-recording-studio-strongroom-1-5927159).
