The Council’s Response
1. Is the budget for the treatment of addiction within the Adult Social Care budget?
Adult social care are responsible for the budget for residential drug/alcohol treatment only. The rest of the budget for drug and/or alcohol support and treatment sits with Public Health, and is funded via the Public Health Grant.

The cost breakdown below represents ASC residential placement costs across nine years, 2009-2018. Please note that we do not store information prior to April 2009, so cannot provide any figures for 2008-09. Please note 2018/19 remains a forecast as we are yet to know the final cost position,

If you go to the relevant financial year and click on the Local authority revenue expenditure and financing England ... individual local authority out-tum data document, and then scroll down to document R03 (Revenue out-turn social care and public health services). Go to the middle tab of this document -LA drop down - and at the top of this page search the drop down menu for Hackney. This will take you to the relevant financial information broken down by budget heading. The substance misuse data is on lines 76 to 80 for the most recent year. In Hackney this includes an adult specialist drug and alcohol treatment service, and a young person substance misuse team. The revenue out-tum for social care and Public Health breaks down the information you require for substance misuse spending by adults and young people, and drug and alcohol misuse. Hackney Council Public Health do not fund any specialist gambling programmes.
4. Have you implemented any specific programs to prevent addiction?
Hackney and the City runs a health and well-being service for 5 to 19 year old, which includes school-based age-appropriate, impartial, non-judgemental and specialist information and advice on alcohol and drugs. This is delivered by Young Hackney Public Health is also a "responsible authority" under the 2003 Licensing Act, competent to make representations (objections) on a/coho/licence applications/variations/reviews to protect the public from alcohol related harms.
The four Licensing objectives are:
- Prevention of crime and disorder
- Public safety
- Prevention of public nuisance
- Protection of children from harm
Hackney Public Health will also become involved in local and national campaigns as required that support prevention - including Alcohol Awareness Week and Dry January.
5. How much was spent on prevention of addiction in the following years: 2008/2009/2010/2011/2012/2013/2014/2015/2016/2017/2018

We have our budget for 2019120, which breaks down as follows:
a). Residential rehabilitation budget (tier 4)
£200,000.00
b). Residential detoxification budget (tier 4)
£90.000.00
c). Community substance misuse services (tier 3)
£5,069,850.00 ·please note this includes all prescribing costs (including that of GP shared care) and community services for both young people and adults.
d) Total substance misuse budget
£5,359,850.00
